Is your feature request related to a problem? Please describe.

I'm always frustrated when we don't have tests for new S3 features.

Describe the solution you'd like

Add a test for nspcc-dev/neofs-s3-gw#1006, configure some mappings, create buckets with LocationConstraint, ensure they have appropriate policies.

It's post-0.31.1, so test should check for the gateway version.
