Add certification and license support to Asset Owner

Description

This PR is primarily adding support to Asset Owner OMAS for attaching licenses and certifications to assets. It also added the server side-support for license management to Governance Program OMAS (and related updates to the generic handlers).

Testing

The FVTs will follow. I am pushing the main function into main now because my laptop is going into service to fix a faulty keyboard.

Release Notes & Documentation

The new APIs are fully javadoc'ed. However there will be new sections on the main website to cover how to use licenses and certifications.

Additional notes

Similar function covering certifications needs to go into DevOps OMAS. This is not included in this PR.
