Parametrized properties for gradle build using gradle.properties with some default values
Updated merge and release workflows to use the new properties
Tested with local maven publish and Azure DevOps maven repo.

Not tested further, but the changes make sense & look useful to other orgs who want to reuse our build scripts.

I'm ok to merge.

For v4 I will add the commit to my existing release fixup pr
