This adds support for moving lines with Alt+J/Alt+K, based on @SimonEggert 's suggestion in #3325 -

WIP fix for #2735 and #3325

Remaining work:

Fix behavior when using copy/move bindings in a selection
Add menu entries for these new bindings
CHANGES entry
