Fail fast when trying to run planetiler with insufficient memory or disk space. Will just log a warning instead when you use the
--force
parameter. Also adds an option that lets you delete an input file with--free-osm-after-read
before writing the mbtiles output file to reduce peak disk requirements Fixes #70
