re-enable reviews views in the UI

In the UI, there are some codes related to submitting reviews for an ontology by users (a star-based system), these features were disabled but the code is still there.

like the code was written in Rails 4, there was some simple modification that we need to do.

It was re-enabled at this branch/PL ncbo#187
But I think we will not merge into the master branch, because :

• The editing of a review is not working
• The Deleting is not implemented
• The UI is not finished
