Needed for apps to offer for instance a category picker where users can navigate in the taxonomy.

Describe the solution you'd like

Add an &include_root_entries=1 option to the existing taxonomy API.

e.g.
https://world.openfoodfacts.dev/api/v2/taxonomy?tagtype=packaging_materials&include_root_entries=1
