Include feedback collected from various implementations, Testbed 14 and other OGC activities in the Standard and Innovation Programs, the OGC public review, feedback from the ISO/TC 211 project team, OpenAPI 3.1, etc. Most feedback should be available by early 2019.

This should be a release candidate.
