[feature request] Bump K8s dependency to 1.24

What would you like to be added:
Bump K8s dependency to 1.24, golang vesion 1.19.x

hi @zmberg which patch i should use, are there any guideline on this or should i go for latest patch?
Should i go with 1.24.1 as kubebuilder is using this with 3.7.0 and controller runtime 0.13.0
but as per this it should be 0.12.0
