Coming from opensearch-project/opensearch-plugins#95, add Windows support.

Currently experiencing issues since CI is failing due to not being able to run as root user. I believed this is fixed as of 1 hour ago opensearch-project/OpenSearch#4949 but I am not 100% sure, so far can't ran it as administrator on an ec2 I set up as well.
