Move intg tests to merge-check wf and run on a10g

Summary

This PR is for enabling merge queue for the develop branch.
move integration test from pre-merge workflow to merge-check workflow with marked as merge-group event.
and jobs in merge-check workflow will be ran on aws CI runners.
