This PR builds on #933 and is the third of three providing a preliminary implementation of RFD 250-style SP and location discovery.
This PR removes the placeholder
KnownSps
and related types. MGS now runs the discovery process introduced in #933 on startup and uses those results to identify mappings. Thegateway/tests/integration_tests/location_discovery.rs
integration test shows starting two instances of MGS: one infers itself to be sidecar-a and the other sidecar-b, and critically they both agree on which SPs correspond to "switch 0" and "switch 1".
