The suggestions API returns accounts that haven't posted anything in months. This clutters the suggestions view for dormant accounts.

Filter suggestions to exclude any account that hasn't posted in the last 4 weeks.

Mastodon bug for this is mastodon/mastodon#30674

The "Suggested accounts" API returns dormant accounts. See this bug
report: mastodon/mastodon#30674.

That's bad UX, so filter out any account that hasn't posted in the
last 28 days.
