Bump tokio version to mitigate default error in reth-chain-state #10207

First commit fails showing the problem

Issue has been solved here: tokio-rs/tokio#6623

This PR is just for convinience, if someone has older tokio version it might break.

Workaround for them might be upgrade their version manually. But I think it is nicer to point to version, where used feature actually implemented.
