Transform a python requirements "~=" into two deb specifications for the corresponding dependent package.
For example, "2.4.5xxxx" becomes:
which seems to be close to the python3 intent expressed here https://www.python.org/dev/peps/pep-0440/#compatible-release. Not sure what edge cases it's missing, but it works in the simple case I'm seeing. For one, the current python
