Add fee support to relayers

Why this feature is required pre-mainnet

We require fees for mainnet, so to support IBC on mainnet, relayers must be able to pay fees.

What we need to implement

We only intend to have fee support for Hermes. The Go relayer will not have support for fees, and we will only run it as part of InterchainTest in a no-fee chain config mode.

We'll get this as a side effect of the #3477 work.

Adjusted priority as part of planning meeting today. #3477 is high-pri, and we'll follow up with verifying that fee support has landed, which will resolve this ticket.
