What problem does this PR solve?
Upgrade TiDB deps to latest master and PD deps to its corresponding dependency.
This involves upgrading the import paths of the PD deps to v4.
This is needed for integrating BR into TiDB. (Without this upgrade, TiDB will import both the pre-v4 and v4 versions of PD, which both register the same Prometheus metrics, and cause a runtime panic.)
