Inject an error at restore.Client::RestoreFiles or SplitRegion, and run restore.

2. What did you expect to see? (Required)

Restore exits and report fail in a reasonable time.

3. What did you see instead (Required)

BR stuck.

4. What is your TiDB version? (Required)

Master.
