after phase 1 restore done, phase 2 restore will do:
1, pull the backup meta data
2, get number of tikv and resolved_ts from meta data
3, stop gc
4, read all region info from tikvs
5, make a recovery plan to tikv
6, resolved kv data by resolved_ts
