statistics/handle: fix some unstable test cases

What problem does this PR solve?

Issue Number: close #30822

Problem Summary:

make ut X='run statistics/handle'

Fix some failed test cases:

• TestInitStats
• TestShowGlobalStats
• TestIndexFMSketch
• TestFastAnalyzeColumnHistWithNullValue
• TestSingleSessionInsert
• TestUpdateErrorRate
• TestQueryFeedback
• TestQueryFeedbackForPartition
• TestUpdateStatsByLocalFeedback
• TestIndexQueryFeedback4TopN
• TestUnsignedFeedbackRanges

What is changed and how it works?

Query feedback is not available under tidb_analyze_version = 2
and some behaviour also different under different tidb_analyze_version

Set the tidb_analyze_version variable to make the test run indenpendly, for example:

make ut X='run statistics/handle TestIndexQueryFeedback4TopN'
