ddl: only use one schema version for the non-revertible step

What problem does this PR solve?

Issue Number: ref #14766

Problem Summary:

Before this PR:

> alter table t add column c int, auto_id_cache = 1;

[ddl:8200]Unsupported multi schema change

After this PR:

> alter table t add column c int, auto_id_cache = 1;

[ddl:8200]Unsupported multi schema change for modify auto id cache

What is changed and how it works?

It contains two changes:

• Refine the error message.
• Only one schema version is generated in the revertible -> non-revertible step for multi-schema change.
