What problem does this PR solve?

Issue Number: close #39614

Problem Summary:

What is changed and how it works?

We can get cpu monitor by cgroup or syscall. but it has a shortcoming which change frequently. It is bad for scheduler to do a robust schedule. so that we need to a exponential moving average cpu monitor.

It is not the main problem. because this is a test only for this part. so this test cache can be used for a long time.

@hawkingrei After we bumped the tidb dep of ticdc. We can't build ticdc on the m1 MacBook anymore. I think it is similar to cloudfoundry/gosigar#58. Would you know any way to fix it without enabling cgo for ticdc?
