*: Reorganize partition feature branch updated with master.

What problem does this PR solve?

Issue Number: ref #38535

Problem Summary:
Somewhere when maintaining the feature/reorganize-partition branch it got 'out-of-sync' with master and needs a lot of manual work to get the merge history back properly. This will simply rebase and squash current feature branch on top of master to simplify the future merge process.
