What changed and how does it work?

Implement following vector functions:

• VEC_L1_DISTANCE & push down
• VEC_L2_DISTANCE & push down
• VEC_NEGATIVE_INNER_PRODUCT & push down
• VEC_COSINE_DISTANCE & push down
• VEC_L2_NORM & push down
• VEC + VEC
• VEC - VEC
• VEC * VEC
• CASE WHEN
• IFNULL
• IF
• IN
• COALESCE
• GREATEST
• LEAST

Note: VecFromText and CastStringAsVector is not pushed down, because TiKV and TiFlash does not implement the parsing logic for now.
