  1. plxAdmin::getFileStatique() always returns a string 

    PLX_DEBUG is set to "true"

In plxPlugins::__construct(), error is ignored in some cases :
 - PLX_DEBUG is false
 - $error['file'] is empty
 - $error['type'] < E_DEPRECATED ( not warnings )
