ci, tilt, documentation and config updates

Changes:

• build&push container image to ghcr;
• support tilt for local development, end-to-end - operator-builds templates kubebuilder boilerplate that is automatically deployed on a local cluster and reconciles workloads to reflect new configuration;
• updated configs so new https://github.com/pokt-network/pocket versions are able to run (some new configs don't have default value)
• documented how to deploy the operator
