The goal is gpu accelerated FFT and multiexp for PSE's halo2 performance improvement.
A few days ago, through the transplantation of ec_gpu repo from BLS12-381 to adapt BN254 curve, the FFT performance gpu-fft-benchmark is significantly improved.
Therefore, this PR first impl trait GpuEngine of ec_gpu repo as a preparatory work.
After that, the ec_gpu_254 branch will be used for PSE's halo2 framework to improve performance for fft/multiexp.
