Deploy review apps from PRs

A GitHub actions should be attachable to PRs.

Consider creating GitHub "deployments" to track all review apps.

Think about security: only certain users (members of the org, specific accounts) should be able to create PRs. This is essential for open repositories, as someone might steal all credentials if they launch a malicious review app.
