Flash message and button to send email again if email not verified

Subpart of #3798

After #3850 is done, we need to flash a message which will contain button by which user can receive verification email.

@gauravano , I have already made a PR #4493 for this issue. That branch has however become stale now and thus has conflicts. I will resolve the conflicts now. Then can you please check if something needs to be changed? Thank you so much!
