Updates upstream to https://github.com/hashicorp/terraform-provider-aws/releases/tag/v5.41.0

Automated upgrade failed because it was unable to resolve patch conflicts. If we could build a conflict resolver for go.sum conflicts that executes go mod tidy then rebasing the patches in Git could possibly succeed autonomously for these cases. Could be interesting.
