Update github.com/golang/protobuf to version v1.5.4

What happened?

I am encountering the following error with the tf-bridge

github.com/golang/protobuf/protoc-gen-go/descriptor ../../../../../pkg/mod/github.com/golang/[email protected]/protoc-gen-go/descriptor/descriptor.pb.go:106:61: undefined: descriptorpb.Default_FileOptions_PhpGenericServices make: *** [tfgen] Error 1

I believe as a result of the following issue: golang/protobuf#1596
using v1.5.4 via an override in go.mod fixed this issue.
