GH-90230: Add stats to breakdown the origin of calls to PyEval_EvalFrame #93284

We want to minimize the number of context switches from C to Python code. To do that we need to know where those calls are coming from.

This is probably a temporary feature. Once the number of calls to PyEval_EvalFrame is largely eliminated within the VM, we can remove it.
