Using CPU nightly wheels on aarch64 from Nov 16 then ends up with the error as described in pytorch/pytorch#114862: `Calling torch.geqrf on a CPU tensor requires compiling PyTorch with LAPACK. I double check `2.1.[0-1]` and the current RC for 2.1.2, the issue is not there because pytorch#1586 only change builder main, thus impacting nightly.

### Testing

Build nightly wheel manually on aarch64 runner and confirm that openblas is detected correctly:
