q2cli: two new commands, including plugin templating

We're pleased to announce the release of q2cli 0.0.3. q2cli is a QIIME 2 command line interface; see 2.qiime.org for more details about QIIME 2. This is an alpha release with two new commands; see CHANGELOG.md for details. As q2cli is still in alpha, major backwards-incompatible changes are expected to happen.
