This PR adds a signing key and activates strong-name signing.
The assemblies in this library should be strong-name signed to provide maximum compatibility, this is especially important when running on the classic .NET Framework 4.x series (PR #65). See https://docs.microsoft.com/en-us/dotnet/standard/library-guidance/strong-naming.
