2024.2 is allowing iDRAC to use newer boot methods but this has not been backported to 2024.1 so this does that in a smaller form.
This allows us to apply BIOS options via the redfish driver without first booting into the IPA image.

With OpenStack Ironic 2024.2 we'll be able to use HTTP based boot methods. This back ports this to our 2024.1
