Why are these changes needed?

As #1096 mentions, the Sample YAML Config Test - 2.4.0 should consistently fail. However, the CI cannot catch this bug occasionally.

Plan:

  1. Keep removing code from the GitHub Action and check if the issue can still be reproduced. Locate the specific portion of the code causing the problem first.
  2. Keep checking the CRD version for each CI test.
