Why are these changes needed?
This adds flags that may be useful for debugging #11239, and also cleans up various log spam.
One behavior change is enabling local GC by default, which has been a long outstanding TODO to stabilize memory usage. Once every 10 minutes should be pretty low overhead for most applications.
