[autoscaler] Optimize resource constraints proto to dedup requests with the same shape #37863

Why are these changes needed?

This is to optimize the resource requests from cluster constraint by aggregating the same shapes together.

  • I've signed off every commit(by using the -s flag, i.e., git commit -s) in this PR.
