Can't set password as newly invited shop owner

Issue Description

After receiving an invitation to create a shop, new merchants can't set their password. Instead of the "set password" form, they're shown the login one, preventing them to go any further.

Steps to Reproduce

Please provide starting context, i.e. logged in as a user, configure a particular payment method.

1. Send an invite to create a shop
2. Click the link in the e-mail
3. Notice that you can't set a new password
