Re-applies PR #10491
The labeling and milestone here is a bit weird/difficult.
This is a new feature, but not user-facing. This allows us to ship with patches for packages we depend on. But users need to have this feature first, already installed, before we can actually start using it. Can't ship this together with packages that need patching.
