[doc] Revamp the documentation

The documentation is almost entirely rewritten and updated. Key features:

• All individual small tutorials are replaced by a single central tutorial + how to articles
• New topics are covered and older, less relevant topics, are toned down or removed.
• All of the tutorial and how to examples now run inside Docker containers

Todos

• Provide instructions for building the single node tutorial container
• Open issues for topics to cover in the future
  • How to write custom schedulers (Add a how to tutorial on implementing new job scheduler backends #2610)
  • Custom system auto-detection beyond "hostname" (Add a howto article about custom system autodetection #3160)
  • Add automation to publish ready tutorial images (Add a Github action to publish the tutorial images #3161)
• Clean up the "Configuring ReFrame for Your Site" page; several topics are covered already in the tutorial. Convert any still uncovered topic to a how to article.
• Remove unused listings as well as the script that used to generate the listings in the old docs.
• Update the landing page and especially the part Where to go from here.
• Update tutorial once [feat] Do not require a sanity function for compile-only tests #3157 is merged.
• Add a redirection of the old tutorials.html to the new tutorial.html.
• Move the old tutorial examples.
• Add proper credits for the Slurm Docker compose.
