kdump fails to write dump on ppc64le since linux 6.9 #15

Looks like kexec-tools is not compatible with kernel 6.9, add the test to denylist and snooze it for a couple of weeks. Tracking issue: coreos/fedora-coreos-tracker#1750 See rhkdump/kdump-utils#15

I think this is the same to https://bugzilla.redhat.com/show_bug.cgi?id=2269991. And makedumpfile-1.7.5-11.fc40, kdump-utils-1.0.42-10.fc40 and kexec-tools-2.0.28-10.fc40 have been submitted for testing. |

Recent kdump updates started to fail without any error, so this will increase the verbosity of the kdump service. This will increase the logs size but logs are discarded on successful tests so that's fine. See rhkdump/kdump-utils#15 (comment)
