Sorry for writing this in re-structured-text, I'm more familiar with it than markdown and github displays it equally well.
I've mentioned the bug #182 in the documentation, you may want to drop the sentence on the bug if it is fixed before this is merged (if you want to merge it at all).

Thanks for documenting this! I'm thinking, perhaps this is better in the wiki rather than as a new/additional file in the tree?

The same probably holds for HACKING.md itself by the way, only that was written before moving this onto GitHub or before I noticed it had a wiki built-in. I'll probably move that as well.
