docs: Clarify doc regarding automerging #4281

  • update documentation to clarify more possible reasons why an automerge might fail

  • make automerging functionality clearer, along with its requirements

I have multiple projects configured via a repo-level atlantis.yaml. I tried to apply only one of them, but it didn't automerge. When looking at the logs, I found this: msg: "not automerging because project at dir ".", workspace "default" has status "planned"" which is actually a bit unclear too, as I have multiple project in the same dir, which have the same default workspace (we use custom workflows to perform custom init steps that use a particular backend for each atlantis project)
