Auto merge of #109819 - scottmcm:index-slice, r=WaffleLapkin

Use `&IndexSlice` instead of `&IndexVec` where possible

All the same reasons as for `[T]`: more general, less pointer chasing, and `&mut IndexSlice` emphasizes that it doesn't change *length*.
