There are only very tiny Perl scripts required while building rust, functionality which could be easily implemented using python. Reducing one dependency would male live easier especially those on Windows.

LLVM has some Perl scripts too (although, if/when we no longer have any custom LLVM patches this is not a concern).

Filter from first typed symbol on gh-pages

Cosmetic fix
Don't see the reason that now filter on gh-pages is starting work after 3 symbols typing so remove this condition
