As discussed on Discord, this merges in history from https://github.com/rustls/ktls-sys into this repository, so that the latter can be archived.
This PR also standardizes READMEs a bit (although they're still not up to the standard I would like), fixes repository URLs, and chooses Rust 1.75 as MSRV for both crates.
