Add Fedora 40 and Ubuntu 24.04

  • Required for [FEATURE REQUEST] Support for Ubuntu 24.04 (Noble Numbat) salt#66180
• Salt Project only supports the very latest Fedora release, so dropping Fedora 39
• Newer operating systems are not going to have vault installed, as it is slowly being phased out in favor of the community salt extension: https://github.com/salt-extensions/saltext-vault
• Dropping Debian 10
  • Related to: [3006.x] Drop Debian-10 its EOL salt#66412

Opened an issue with Hashicorp vault, as is the remaining issue on Fedora 40 and Ubuntu 24.04:

• Fedora 40: Download/install of Vault is unavailable hashicorp/vault#26643

NOTE
Dropping vault entirely from AMIs for newer operating systems, moving forward. More details in PR description. This means this is not a blocker.

Windows OS is running into cwrsync install issues, and may require waiting for next point release of Salt like:

• Upgrade to latest Salt 3006.x for all provisioning #1845
