Upgrade all packages besides downgrade eslint

Downgraded eslint to v6 and then ran
yarn upgrade-interactive --latest --exact and chose all besides eslint
which we need to wait for facebook/create-react-app#8978
to be released to support, b/c root version must be same as workspace version
